Nearly every third-party review of ACR states a Curaçao licence. ACR's own site does not: it names the Anjouan Gaming Board and a Panama-registered operating company. ACR is a real, long-running poker room, not a fly-by-night operation — it has taken deposits since 2001 and is the largest US-facing network by traffic. That is the honest answer to “is it legit” in the sense most people mean it: the games run, the tournaments pay, and withdrawals happen.
It is also not regulated in any way a US, UK or EU player would recognise. An Anjouan licence renewed annually is not the same category of protection as a state gaming commission or the UKGC, and there is no regulator a US player can escalate to if a dispute goes badly.
