The licence is cited against the National Ordinance on Games of Chance (Landsverordening op de kansspelen, P.B. 2024, no. 157) — that is Curaçao's reformed framework, under which operators hold a licence directly from the regulator rather than a sub-licence from a master licensee. A number issued under that ordinance is a materially better signal than a legacy sub-licence claim.
RedStar also publishes separate policies for AML/CFT, KYC and privacy, fairness and RNG testing, self-exclusion and dispute resolution. We have not audited any of them; we are noting that they exist and are reachable without registering, which is not true everywhere.
RedStar's terms state that the website does not allow registrations from Aruba, Australia, Austria, Bonaire, Bulgaria, Cuba, Curacao, Cyprus, Czech Republic, France, Germany, Greece, Hong Kong, Iraq, Iran, Lithuania, Netherlands, North Korea, Ontario province (Canada), Poland, Saba, Spain, St Maarten, Sint Eustatius, Syria, Sweden, the U.S.A or the U.S.A dependencies, and the United Kingdom — 28 jurisdictions in all.
The same clause adds that RedStar “reserve[s] the right to refuse customers from any other countries over and above the aforementioned jurisdictions at our discretion”, so the published list is a floor rather than a complete statement of who may be turned away.
